Northern Ireland should replace capital grant aid to larger companies with loans and should concentrate on grant-aiding research and development by smaller companies in an effort to develop a successful knowledge-based economy, the Northern Ireland Economic Council had found. According to its economists, the North now needs a new Regional Innovation Strategy that will attract more multinationals to the region and encourage indigenous companies to expand their research and development capabilities.
